Comments are counted per billing period and the count resets when the period does. The right-hand column is the one worth reading: upgrading is always the cheaper way to buy volume, never the more expensive one.

What counts as a comment
Every comment we receive on a connected Page or account counts once — whether a rule hid it, or it passed straight through and stayed visible. We count comments that arrive, not actions we take, because that is the work the system does either way.
Replies you send do not count. Neither do comments posted before you connected the Page: nothing is imported retroactively, so your first period starts from zero on the day you connect.
The awkward question
What happens if you go over
Moderation stops for the rest of the period. It does not silently keep going and bill you for it, and it does not throw the extra comments away — they still arrive in your inbox, they are simply not acted on automatically until the period rolls over or you move up a plan.
Worth knowing rather than discovering: we do not currently email you as you approach the limit. Your usage is on the dashboard, and if you are anywhere near the edge of a plan, the plan above it is cheaper per comment anyway.
The trial
14 days, and no card
The trial is 14 days on the Starter plan with no card asked for. It is a real plan rather than a crippled preview — same filters, same 1,000 comments, same everything.
If you add a card, the trial converts in place and billing starts. If you do not, it ends on day 14 and nothing is charged, because there is nothing to charge. You will not find a surprise invoice, and you will not have to remember to cancel.
